ReferNet
(European network of reference and expertise)

ReferNet is a structured, decentralised, networked system focused on collecting, reporting and disseminating information on the developments in vocational education and training in EU countries, compiling information on research in member states, and promoting contacts between experts and key organisations.

ReferNet was set up by the European Centre for the Development of Vocational Training (Cedefop) with the aim to meet the growing demand for comparable structured information on Member States' developments and policies.

ReferNet comprises a national consortium in each Member State plus Norway and Iceland, made up of key organisations of VET and relevant areas. Each consortium is led by the so-called national coordinator responsible for the information flow between Cedefop and the Member State, and ensuring the networks' activities are performed satisfactorily. The network brings together organisations with common interests in developing vocational education and training. It encourages common exchanges of information and creation of partnerships. It provides members of the consortium with an opportunity to broaden their contacts with other international organisations within and outside Europe. The State Institute of Vocational Education - the Slovak National Observatory of Vocational Education is the national coordinator of the ReferNet in Slovakia.

The conference Agora 'Investing in people: strategies for financing VET' is to be held on 19 and 20 May 2008 in Thessaloniki.

The purpose of the conference is to examine the various ways in which countries are improving public and private investment in vocational education and training (VET). In particular, the conference will look at mechanisms designed to stimulate private investment and shared funding (such as tax incentives, training funds, vouchers, individual learning accounts, loans). We shall be asking how effective and equitable such mechanisms are, and to what extent they can be adopted by other countries.

Representatives of EU institutions and Member States' governments, business, social partners and financial institutions will reflect together on ways to improve current financial arrangements. Participants from non-EU countries will also contribute to the event.
